PROBLEM TO BE SOLVED: To provide a cleaning device, having a surface layer superior in its wear resistance and where abnormal oscillation generated between a photoreceptor drum and a cleaning blade can be restrained, while maintaining the cleaning function to clean the photoreceptor drum, and to provide a process cartridge and an imaging device. SOLUTION: In a typical constitution of the cleaning device, the process cartridge and the imaging apparatus, the cleaning device 7 cleaning a movable photoreceptor drum 1 in the imaging device forming an image on a recording sheet 9 is provided with a cleaning blade 6 abutted on the photoreceptor drum 1 and eliminating residue toner on the photoreceptor drum 1. In this case, the coefficient of dynamic friction, measured at the scanning speed of 50 mm/min between the surface layer of the photoreceptor 1 and the cleaning blade 6 is 0.9 or smaller when the amount of wear of the surface layer of the photoreceptor drum 1 is 1.5 mg or smaller by a taper wear testing machine, and also the range of the coefficient of dynamic friction between measured at a scanning speed of 3 mm/min and measured at the scanning speed of or smaller 50 mm/min is *1.1.
