PROBLEM TO BE SOLVED: To obtain an epoxy resin or an epoxy resin curing agent which gives a cured product having low water absorption properties/hygroscopicity and a reduced elastic modulus at high temperatures. SOLUTION: The epoxy resin can be obtained by reacting a condensate of phenoxyphenol with an aldehyde with an epihalohydrin.
