PROBLEM TO BE SOLVED: To stably discriminate address information such as access code without being influenced by the change in the revolving speed of a recording medium or the like in an optical information recording and reproducing device and an optical information recording and reproducing method. SOLUTION: In this device and this method, a reproduced signal is integrated based on the timing signal of the address information such as access code by an integral multiple signal whose phase is roughly in synchronization with a servo clock and the address information such as access code is discriminated by being compared with the integral value.
