PROBLEM TO BE SOLVED: To provide a function assignment system capable of properly assigning portable equipment mounted with a plurality of functions having exclusive relations to applications. SOLUTION: A function information management device 10 of a function assignment system 1 is provided with a function information storing part 11 for storing function information, an exclusive information storing part 12 for storing exclusive function information, an assigned function information storing part 13 for storing function information related with the already assigned functions, a function information managing part 15, a function retrieving part 16, and a function assigning part 17. At the time of assigning the respective functions of portable equipment 3 mounted with a plurality of functions which are only exclusively available to applications, the exclusive function information in which the exclusive relations of the respective functions are described is referred to so that the functions can be properly assigned to the applications based on the referred exclusive relations.
