SOLUTION: A partition wall 15 dividing a branch river 2 into up and down water channels 2a and 2b is provided between a pumping station 3 set in a combined flow section of a main river 1 and the branch river 2, the cut-off gate 4 for opening and shutting the lower side water channel 2b is provided to the partition wall 15, the cut-off gate 4 is opened in a normal time to discharge the flowing water of the branch river 2 into the main river 1 through the lower side water channel 2b, at the same time, in the case of the risk of a floor, the lower side water channel 2b is shut by the cut-off gate 4 to discharge the flowing water of the branch river 2 into the main river 1 through the upper side water channel 2a by a drainage pump 7, and since there is no need to set a connection means or the like for connecting a check valve 16 or the drainage pump 7 and the check valve 16 to the cut-off gate 4, the cut-off gate 4 can be formed by a lightweight and compact design, and in the case of emergency, since there is no need to carry out work for connecting the drainage pump 7 to the check valve, drainage work can be quickly and surely executed.
