PROBLEM TO BE SOLVED: To regenerate a lead-acid battery by removing surface lead sulfate causing deterioration of the battery. SOLUTION: A high frequency of a super high frequency is applied between a positive electrode and a negative electrode as a means for removing the lead sulfate causing deterioration of the lead-acid battery from the surface of an active material, and thereby atoms in an aqueous electrolyte are activated to remove the surface lead sulfate.
