PROBLEM TO BE SOLVED: To provide a telecine video signal detector that can accurately determine a telecine video signal even when a caption is inserted to the telecine video signal converted by the 2-3 pull-down system. SOLUTION: The telecine video signal detector includes a 1-frame delay unit 13 that delays an input video signal by one frame, a subtractor 14 that takes a difference between the input video signal and an output of the 1-frame delay unit 13, an absolute value device 15 that obtains an absolute value of an output from the absolute value device 15, a comparator 16 that decides a pixel of the output of the absolute value device 15 to be a still pixel when the output of the absolute device 15 is smaller than a threshold value or to be a moving pixel when the output is greater than the threshold value and provides an output of a binary value corresponding to the result of judgment, a statistic processing unit 17 that accumulates outputs of the comparator 16 for one field and provides an output, a majority decision unit 18 that determines whether the field is a still picture field or a moving picture field depending on whether or not an output of the statistic processing unit 17 exceeds a value corresponding to a prescribed number of moving pixels, and a telecine determination unit 19 that decides whether or not the input video signal is the telecine video signal converted by the 2-3 pull- down system depending on whether or not an output of the majority decision unit 18 indicates repetition of a still picture field and a moving picture field under a prescribed rule.
