PROBLEM TO BE SOLVED: To provide a system which is able to supply cooling water of 0 deg.C to various applications. SOLUTION: A cooling circuit 2 is constituted of an insulating cooling tank (primary tank) 1 and a cooling device 5 with a filter 4 and a circulating pump 3 being interposed therebetween. The circuit 2 is also interposed with a takeout three-way valve 6 which is connected to a storage tank (secondary tank) 8 having a cooling mechanism 7 through a discharge pipe so that cooling water is supplied from the storage tank.
