PROBLEM TO BE SOLVED: To provide porous hardened concrete free from a trouble of losing strength by freezing and thawing even in an area (a cold region, a snowy area) where a temperature goes down below 0 deg.C in winter. SOLUTION: The porous hardened concrete is prepared by filling a freezing and thawing suppressing agent in continues voids of the a porous concrete. The freezing and thawing suppressing agent is a substance lowering a freezing point of water (for example, glycerol, ethylene glycol, propylene glycol, polyethylene glycol, sucrose, calcium chloride, sodium chloride, dimethyl acetamide, sorbitol, dimethyl sulfoxide) supported on an carrier (for example, a water- absorbing resin).
