PROBLEM TO BE SOLVED: To provide a process for efficiently obtaining a fluorine-containing polymer by using an easily available C-H-containing polymer as the raw material. SOLUTION: The process for obtaining a fluorine-containing polymer (3) comprises carrying out the step 1 of allowing a polymer (1) which has a reactive group (E) such as a hydroxyl group and a C-H structure, and an average molecular weight of >=1,000, and is substantially insoluble in a solvent 2 to be used in the step 2 to react with a compound having both a group such as -COF capable of reacting with the group (E) and a fluorine-containing group (RF) to introduce the group (RF) thereinto, and then carrying out the step 2 of dissolving the polymer (2) formed through the above step 1 in the solvent 2 and effecting liquid phase fluorination to substitute a fluorine atom for one or more hydrogen atoms bonded to the carbon atom in the polymer (2).
