PROBLEM TO BE SOLVED: To decide the acceptance/rejection of a management target (person, and object) carrying an identification information storage medium such as a radio card to come into or leave a prescribed area on the basis of a moving direction of the management target within a monitoring area provided in the vicinity of an entrance of the prescribed area. SOLUTION: If the management target 6 carrying the radio card 1 moves between any of areas A, B and E being communicable areas of an antenna device 2a or 2b and any of areas C, D and F being communicable areas of an antenna device 2c or 2d, a reader/writer 3 detects the movement of the radio card 1, notifies a host 5 of the movement, and the host 5 decides the acceptance/rejection of entrance and exit of the management target 6 on the basis of the movement direction of the radio card 1. |
