PROBLEM TO BE SOLVED: To minimize the consumption of energy when the cooling of an interior region and the heating of a perimeter region are intermingled, with simple system constitution. SOLUTION: An air conditioner 1 is provided in the interior region 3I. An air conditioner 2 is provided in the perimeter region 3P. The air conditioner 1 takes in outside air OA, and supplies the interior region 3I with supply air SA1 so as to perform cooling. The air conditioner 2 takes in exhaust from the interior region 3I and supplies the perimeter region 3P with supply air SA2 so as to perform heating. If the temperature of the outside air OA is low enough, it is possible to cool the interior region 3I without using cold water, and if the temperature of the exhaust from the interior region 3I is high enough, it is possible to heat the perimeter region 3P without using hot water.
