PROBLEM TO BE SOLVED: To inhibit the changes of water environment and thermal environment because rainwater pouring on a roadway and a footway permeates under a paved surface, and to effectively utilize industrial waste. SOLUTION: A foot- and road-way boundary block in which a recessed section in which an underside and one side face are opened is formed to the lower section of a block body 1 substantially composed of a rectangular parallelopiped, the recessed section has a structure 2 having water permeability and a groove section in which the underside connecting both end faces is opened preferably through the recessed section at the underside center of the block body is provided. The blocks are arranged so that at least parts of the openings of the side faces are exposed onto the surface of the roadway 5 or the footway 6 and at least a part of the openings of the undersides is arranged to communicate with foundation crushed stones 4 or a ground 3.
