PROBLEM TO BE SOLVED: To eliminate the need of registering a credit card number and to improve safety. SOLUTION: When a receiver 10 composed of a PC is connected to a distribution server 30 and purchase is requested, the server 30 supplies IDR uniquely identifying the receiver 10 to the receiver 10, stores the set of the IDR of the receiver and the IDS of the server 30 and sends the IDR, IDS and the address of a charging server 40 to the receiver 10. The receiver 10 displays them and a user looks at them, connects a portable terminal 20 to the server 40, inputs and sends the IDR and IDS and also automatically sends a telephone number. The server 40 stores the set of the IDR and the telephone number and sends the IDR to the server 30. The server 30 sends a common key to the receiver 10 on the basis of the IDR and permits the deciphering of distributed ciphered contents. When the viewing end of the contents is sent to the server 30, the server 30 prepares charging information and sends it to the server 40 together with the IDR and the server 40 adds the charge to the telephone number of the IDR.
