PROBLEM TO BE SOLVED: To provide a method and a program for extracting a binary-image feature point which are used to decide the equality of a binary image and can accurately detect feature points of the binary image. SOLUTION: A line-thinning process part 13 thins a noise-removed binary image to obtain a thin-line image. An end-point and intersection detection part 14 detects an end point and an intersection in the thin-line image. An end-point determination part 15 determines and extracts the position of an end point of the thin-line image so that the detected end point meets the position of the tip of the binary image. An intersection determination part 16 determines and extracts the position of an intersection (representative point) of the thin-line image so that the detected intersection meets the intersection position of the binary image. A peak detection part 17 detects the peak of a curved or bent part from the binary image. Further, when peak points succeed, one of them is determined and extracted as a representative point (peak).
