PROBLEM TO BE SOLVED: To provide a starter of an internal combustion engine which can start the engine in the state where power of a hydraulic actuator or an electric motor is selectively and properly increased/decreased without mutual interference and is compact and inexpensive. SOLUTION: This starter is provided with a planetary gear set 18 in which a rotation axis 17a of an electric motor 17 is connected to either one of a sun gear 18a, a carrier 18b and a ring gear 18c, a hydraulic actuator 15 connected to another one of the sun gear 18a, the carrier 18b and the ring gear 18c and having a rotation axis 15a driven by a hydraulic pressure accumulated in an accumulator 24, a driving gear 12 which can be rotated integrally with an output shaft 13 connected to the remaining one of the sun gear 18a, the carrier 18b and the ring gear 18c and rotated and driven by the hydraulic actuator or the electric motor through the output shaft 13 at start, and a driven gear 4 which can be rotated integrally with a crank 2 shaft and driven in the engaged state with the driving gear 12 for starting an internal combustion engine 1.
