PROBLEM TO BE SOLVED: To impart interactive capability to the conventional television. SOLUTION: An analog broadcasting means 12 broadcasts a program having practically the same contents as the digital broadcast in analog. A converting means 22 converts value added information to be broadcast in digital into a specified format. A disclosing means 30 discloses the value added information after the conversion on the Internet. By accessing the disclosing means 30 from a communication terminal, the value added information to be broadcast in digital can be used, so that the interactive capability can be imparted to the conventional television.
