PROBLEM TO BE SOLVED: To perform picture encoding for optimizing picture quality while maintaining a low bit rate. SOLUTION: This adaptive quantization method of a moving picture frame based on bit rate prediction comprises a step (12) for increasing the quantization in the sector of the moving picture frame in which any quantization noise and encoding artifact is hardly conspicuous for a human visual system, and a step (14) for decreasing the quantization in the sector of the moving picture frame in which any quantization noise and encoding artifact is easily made conspicuous for the human visual system. Then, linear quantization (18) is operated to the moving picture frame in which any surplus bit is necessary at the time of performing adaptive quantization. |
