PURPOSE: An apparatus and method is provided to obtain accurate measurement data in a stable manner, while lengthening useful life of machine by allowing repair and maintenance to be easily performed. CONSTITUTION: An apparatus comprises a high pressure suction pump(12) for obtaining a sample through a sampling unit(11) arranged in a sludge transport pipe(10); a pressure sensor(14) for pressing and sensing the sample compulsorily transported to a sonic measurement unit(13) by the high pressure suction pump; a pressure regulator valve(15) for maintaining pressure in the sonic measurement unit constant by adjusting the sample outlet volume under the pressure of the pressure sensor; an ultrasonic transmitter(16) for transmitting, to an ultrasonic receiver(17), the fine particle obtained by removing the bubble contained in the sample through the pressure of the pressure sensor and the pressure regulator valve; and a display(18) for displaying the measurement result.
