A compound reductively decomposed at a potential (+1.0 V v.s. potential above Li/Li<+>) higher than by 1.0 V than the equilibrium potential of metallic lithium and lithium ion is added to an electrolytic solution of a secondary cell. Even if propylene carbonate is used as the organic electrolyte, it is not decomposed on the negative electrode. The cycle properties, the capacitance, and the low temperature characteristics of the cell are improved.
