PURPOSE: An anti corrosion sheet for cooling pin of heat exchanger is provided, which has excellent anti corrosion property and hydrophilicity even in severe corrosive conditions. CONSTITUTION: The method for manufacturing an anti corrosion sheet for cooling pin of heat exchanger includes the steps of depositing an organofluorine layer(12) on a metal substrate(11); depositing a polymer layer(13) on the surface of the organofluorine compound layer to increase hydrophilicity; and depositing an activation layer(14) on the surface of the polymer layer to increase primary hydrophilicity, wherein the organofluorine compound is represented as follows: CxFyHz wherein x+y+z=1 and 0.05<=z<=0.5.
