PURPOSE: A plasma continuous control blaster capable of improving blasting power as a whole even when low electric energy is injected by constructing an electric power impact cell having double structure so that the power impact cell is firstly and secondly caught fire sequentially. CONSTITUTION: The plasma continuous control blaster comprises an electric power impact cell(10) comprising an electric power starting electrode, a pipe(30) into which the electric power starting electrode is received, and which is filled with reducing oxide(32), a cartridge(20) into which the pipe is received, in which an electrolytic material(22) is filled, and which is sealed by an insulator, and a pair of conductor pipes(34) which are positioned at both ends of the cartridge so that both ends of the electric power starting electrode are received into the conductor pipes; a capacitor(50) which is connected to one end of any one pipe out of the pair of conductor pipes, and in which electric energy impressed to the electric power starting electrode is charged; a switch(40) which is connected to one end of the other pipe out of the pair of conductor pipes, and which emits electric energy stored in the capacitor; and an electric source(60) connected to the capacitor and switch respectively to supply the electric energy stored in the capacitor, wherein the electric power starting electrode is a metallic thin wire(36).
