A vehicle lighting apparatus comprises lamp deflection angle controlling means 2 for controlling changes in a deflection angle of a lamp 30 corresponding to travelling conditions; and deflection angle detection means 48 for detecting the deflection angle of the lamp. The lamp deflection angle controlling means comprises a reference angular position setting means 31 for setting the deflection angle of the lamp to a predetermined reference angular position when the deflection angle of the lamp cannot be detected in an adaptive front-lighting system (AFS) by the abnormality detection means 203. When such a malfunction is detected the said reference position is obtained by rotating a motor 45 for deflecting the lamp in one direction to a locked state, and from this locked state rotating by the given amount in the reverse direction.
