A method of controlling microbial fouling is provided.The method controls microbial fouling using hypobromous acid, HOBr, formed by the reaction between an aqueous solution of alkali or alkaline earth metal hypochlorite and a bromide ion source.The method is characterized in that the alkali or alkaline earth metal hypochlorite or/and the bromide ion source is/are stabilized by the addition of a stabilizer before the hypobromous acid is formed by the reaction there between.
