PROBLEM TO BE SOLVED: To provide an apparatus capable of forming a rule without damaging the surface of a sheet material. SOLUTION: A ruling member, which is provided so as to be brought into contact with the sheet material under pressure and separated therefrom, is pressed to the surface of the sheet material and relatively moved with respect to the sheet material between the start point and terminal point thereof a plurality of times on the basis of the rule data to form a rule being a recessed groove part to the surface of the sheet material.
