PROBLEM TO BE SOLVED: To provide a cement composition capable of shortening the working period by obtaining an earlier development of strength and giving a solidified body thereof with high strength. SOLUTION: This high-early-strength polymer cement composition having high initial hardening strength comprises kneading a hydraulic cement together with a synthetic resin emulsion and including water having surface-active power, obtained by kneading a mixture of hydraulic cement and a natural silicate mineral with a synthetic resin emulsion using water having surface-active power at a water/cement ratio (W/C ratio) <=0.28. This solidified body is obtained by solidifying the cement composition.
