PROBLEM TO BE SOLVED: To provide a two-dimensional flow generating device, and a blasting machine capable of stabilizing a jet of powdery fluid comprising powder/grain material and gas, and uniformly performing a process even when processing speed is increased. SOLUTION: This two-dimensional flow generating device is provided with a flow regulating part 2 comprising a tubular body for converting the powdery fluid into a two-dimensional flow, a powdery fluid feed port 3 provided on the axial end surface side of the tubular body to feed the powdery fluid to the flow regulating part 2 in an axial direction of the tubular body, and a powdery fluid discharge port 4 provided in a circumferential surface of the flow regulating part of the tubular body to jet the powdery fluid as the two-dimensional flow. The flow regulating part 2 is composed of an outer tube 5 and a middle tube 6 engaged with the outer cylinder. The middle tube 6 is composed of a powdery fluid introducing passage 7 comprising a tubular recessed part bored from one end part side of the tubular body, a powdery fluid circulating part 9 formed between an outer circumferential surface of the middle tube 6 and an inner circumferential surface of the outer cylinder, and a middle cylinder inner passage 10 penetrating the powder fluid circulating part 9 from the powdery fluid introducing passage 7 to be wide in the axial direction of the tubular body.
