PROBLEM TO BE SOLVED: To provide an operation control device which can synchronize the changes of setting parameters for each one of a plurality of measuring- packaging lines without discrepancies, and a measuring-packaging system. SOLUTION: This measuring-packaging system 1 is equipped with a plurality of operation control devices 30A and 30B and an intermediate unit 19. In this case, the operation control devices 30A and 30B are respectively provided while corresponding with a plurality (two in this case) of measuring-packaging lines PL1 and PL2, which co-own one unit of a combining-measuring device 10, and respectively have separate packaging devices 20A and 20B. The operation control devices 30A and 30B synchronize the setting parameter of the combining- measuring device 10 between respective storage sections 32A and 32B through the intermediate unit. The intermediate unit 19 prohibits the synchronization of the setting parameter regarding the motion of the combining-measuring device 10 while the combining-measuring device 10 is operated, when an operation input from an operation inputting unit 31A is received, concerning the setting parameter regarding the combining-measuring device 10.
