PURPOSE: A method and device for inserting and sensing a watermark are provided to prevent a document or an article from being drained away or forged by inserting a watermark in a symbol structure such as a bar code or a logo. CONSTITUTION: A bar code creating unit(120) creates a bar code in accordance with information of a document. A bar code reader(140) reads a bar code and converts the bar code into information such as a series of numerals and characters. A key conversion unit(150a) converts the information converted from the bar code into a watermark key. A watermark inserting unit(160) inserts a watermark in a bar code by a watermark key. Thus, a bar code(170) including a watermark is manufactured. The bar code(170) is inserted into a document, and a forgery or a falsification is prevented.
