PURPOSE: To allow an IP(the Internet Protocol) packet to be transmitted into a cell, and to prevent the IP packet from arriving at an unintentional destination group, even if the IP is used as a network control protocol. CONSTITUTION: In a radio base station, a newly installed controller receives an IP packet from a mobile station (102), refers to a destination address of control information included with the IP packet (104), and discriminates whether the IP packet should be broadcasted or multicasted (106). If the destination address is the value expressing broadcast or the like defined by IP, the controller replicates the IP packet in accordance with a sub-net, to return the content back to a radio link layer processor as it is (108). Furthermore, the controller directs the radio link layer processor to broadcast the IP packet, which the controller has returned back to the radio link layer processor, in a radio section (110), and so on. Therefore, this allows the IP packet to be broadcasted into the cell, and so on.
