PROBLEM TO BE SOLVED: To precisely compensate for battery-full capacity, even if secondary battery-full capacity, discharging efficiency and charging efficiency, etc., are deteriorated due to aging. SOLUTION: A system includes a full-charge/ full-discharge detection means for detecting fully charged and fully discharged state of a secondary battery 111, a battery current detection means 114 for detecting input/output current of the secondary battery, a battery ampere/hour means 117 for integrating input/output current, a memory means 119 including a secondary battery full capacity memory part 1191 and charging efficiency memory part 1192 and discharging efficiency memory part 1193, and operation means (a battery capacity calculating means 118) for operating new secondary battery full capacity at full-charge detection and/or full- discharge detection and the operation of secondary battery residual capacity, a battery capacity calculating means 118 calculates new secondary battery full capacity, subtracting 'a value multiplying certain coefficient to error for detected secondary battery full capacity at full- charge detection and/or full-discharge detection' from 'secondary battery full capacity stored in the secondary battery full capacity memory part', and the memory means 119 stored operation result into secondary battery full capacity memory part 1191 as new secondary battery full capacity.
