PROBLEM TO BE SOLVED: To improve the moving speed precision of a surface plate by removing nearly all of sucking functions for holding a printing plate on the surface plate, and to performs an in-focus exposing process by performing exposure while bringing the printing plate into contact with the surface plate with the blowing force of air. SOLUTION: A duct 252 is provided with a blow-out hole 252A almost opposite a scanning position on the surface plate 110 of an exposure part 112. The blowing-out direction of the air is set almost perpendicular to the surface plate 110 and a photopolymer plate 102 on the surface plate 110 is pressed with the blown-out air and brought into contact with the surface plate 110. The blow-out hole 252A nearly overlaps with the scanning position of a light beam, at least an area which is scanned is held in contact with the surface plate 110 with the air, and the photopolymer plate 102 can be pressed against the surface p late 110 simultaneously with the exposure.
