摘要 <p>PROBLEM TO BE SOLVED: To dissolve the difference in generation timing of TS packets generated during the synchronous operation of a plurality of MPEG encoding means. SOLUTION: The TS packets from the encoding part of a plurality of systems are buffered by buffers 51, 52 of a TS packet synchronous changeover part 5 respectively, and read by the same phase clock. A TS multiplexing order management 55 regulates the reading order of the TS packets from each buffer and multiplexing is performed as the order. A multiplexing part 56 multiplexes, after order management of by the TS multiplexing order management means the TS packets of the plurality of the multiplexed systems, PSI packets and PCR packets necessary for the MPEG system. A TS filter part 57 selects and outputs a designated TS packet of the system from the TS packets multiplexed and unified by the multiplexing part.</p>
