PROBLEM TO BE SOLVED: To provide a water-repelling and oil-repelling composition having excellent durability, safety and environmental protectiveness. SOLUTION: This water-repelling and oil-repelling composition comprises (A) a polymer comprising polymerization units based on a polyfluoroalkyl group- having (meth)acrylate, polymerization units based on a 1 to 12C alkyl group- having alkyl (meth)acrylate, polymerization units based on a 16 to 22C alkyl group-having alkyl (meth)acrylate, and polymerization units based on a blocked isocyanate group-having specific compound, (B) an aqueous medium, and (C) a surfactant, and has a (A)/(B)/(C) weight ratio of 100/100 to 500/1 to 10.
