PROBLEM TO BE SOLVED: To provide a substrate treating agent for a thin coating film on a glass surface, capable of easily being applied to any type and shape of glasses or supporting members without exerting a bad influence thereupon, which highly reduces a treating time and requires no particular facilities and technologies and is excellent in adhesion to the glass surface, and also to provide a method used for the same. SOLUTION: Two liquid detergents, which are a neutral detergent containing a silicone oil without containing a surfactant, and an ethanol silica sol solution, are used as a base material for a cleaning agent. The two liquid agents can be used on all the glass surfaces regardless of the types of oil films on the glasses, and a hydrophilic film can be formed on the glass surface.
