PROBLEM TO BE SOLVED: To enable application of a highly fixable plinth with low cost by providing toughness to the plinth. SOLUTION: An H-shaped steel plinth 1 that is provided by flanges 12 on both side is exposedly fixed onto a foundation 3 by an anchor bolt 2 by cutting both sides of the bottom part of both flanges 12 at the same position so that the plinth 1 is subjected to the flexural yielding prior to the anchor bolt 2. The notched part 15 provides toughness to the plinth 1.
