PROBLEM TO BE SOLVED: To provide a method and a device for forming images in which images with high gradation and high resolution can be obtained. SOLUTION: In the device for forming images equipped with at least a photoreceptor and a toner, the outermost layer of the photoreceptor contains a binder resin and a polysiloxane compound having a siloxane unit having carboxyl groups as the structural unit. The toner has 3 to 8μm volume average particle size (DV) and is manufactured by a wet polymerization method.
