PROBLEM TO BE SOLVED: To solve a problem that transmission of a target counter signal becomes inefficient because the target counter signal is transmitted also out of a target radar band. SOLUTION: A target reflection signal r(t) which the target counter signal n (t) of a first counter signal bandΔFN1 is reflected on a target X is received by a transmitting and receiving aerial wire 1 and a broad band receiver 2. A target radar bandΔFX is obtained from frequency characteristics|R(f)|of the target reflection signal r(t) of the first counter signal bandΔFN1 by a signal processor 3 and a frequency analyzer 4. The target counter signal n(t) is modulated by a controller 5 and a target counter signal modulator 6, where the target radar bandΔFX is a second counter signal bandΔFN2.
