PROBLEM TO BE SOLVED: To facilitate the simultaneous operations of vehicle stop and the remote starting of an internal combustion engine. SOLUTION: An immobilizer control means 23 accepts the operation of an internal combustion engine 30 only when the data signal from an oscillation/ detection means 28 coincides with a specific signal. A starter control means 31 shuts off either one of a lead wire 43 or 53 and 54 between both means 28 and 23 when a remote starting command signal is provided from a transmitter 33 outside a vehicle to prohibit the supply of the data signal to the lead wires 53 and 54 and then, introduces an activation signal from the means 23 to 28 to provide a false signal to the means 23. The means 23 accepts the start of the engine 30 if the false signal represents the specific one. Then, timing of the time required for generation of the activation signal based on an ignition key and output of the data signal, and that of the time required for output of the false signal from the activation signal based on the remote starting command signal, are equalized to rightly perform the operation for judgment of matching with the specific signal.
