SOLUTION: On the surface of a substrate metal 101 consisting of aluminum or an aluminum alloy, a hydrated oxide layer 105 of aluminum, an oxide film 104 essentially consisting of aluminum oxide and having a porosity of <=30 vol.%, preferably 10 to 25 vol.%, and an Al enriched layer 103 are formed in order from the outer surface. For forming the hydrated oxide layer 105, the oxide layer 104 and the Al enriched layer 103, the substrate metal 101 is subjected to blast or honing treatment, and is thereafter subjected to oxidation treatment in high temperature pure water heated to 100 to 300 deg.C.
