PROBLEM TO BE SOLVED: To provide a flame-retardant epoxy resin composition capable of exhibiting an excellent flame-retardant effect as a halogen-free flame-retardant formulation which is substitutive for a flame-retardant formulation using halogen, capable of giving excellent physical properties, such as heat resistance and water resistance, to a molded product, and capable of exhibiting excellent adhesion when used for electrical laminate sheets. SOLUTION: This flame-retardant epoxy resin composition contains (I) a phosphor-modified epoxy resin and (D) a curing agent as essential ingredients, wherein the phosphor-modified epoxy resin (I) is obtained by reacting (A) an epoxy resin with (B) an isocyanate compound and further reacting with (C) a phosphine compound having an aromatic group on its phosphor atom.
