PROBLEM TO BE SOLVED: To provide technology which makes it possible to employ a specific- base charging system corresponding to a use scale and enables to conduct flexible operation design. SOLUTION: When the use of a specific function of a production and procurement planning system is limited, a service code (password) made to correspond to use limitation information wherein the use limitation of the production and procurement planning system is prescribed is obtained (S70, S180) and the use of the production and procurement planning system by a user is enabled (S110, S190). Then while the production and procurement planning system is in operation, the large/small relation between the use limitation information made to correspond to the service code (password) and the use quantity of the system by the user is monitored and a message corresponding to the detected large/ small relation is reported to the user (S120).
