SOLUTION: An electric double-layer capacitor 18 has been previously charged at a high voltage by DC, which is boosted by a booster chopper circuit from the DC power sources 11-13 having a low voltage, small current rated current, and the battery 6 is charged with a large charging current for a short period of time, by means of a step-down chopper circuit using the electric double-layer capacitor as the power source. At that time, the electric double- layer capacitor is set capable of being separated from the booster chopper circuit, or from the power source, including the booster chopper circuit by means of connectors 19A, 19B, 17, etc., so that the device consisting of the electric double-layer capacitor and the step-down chopper circuit can be carried to the position of the device for mounting the battery. A small-sized solar battery or wind/hydraulic power generator is utilized effectively as the power source for connecting to the booster chopper for saving energy.
