PROBLEM TO BE SOLVED: To provide a starting controller of an internal combustion engine capable of suppressing the starting performance from lowering due to torque- down control when the starting performance of the engine is in the lowered state in the internal combustion engine in which the torque-down control is carried out at starting. SOLUTION: When starting the engine 1, the torque-down control controlling the increase of the engine output torque so as to suppress the engaging shock of a forwarding clutch 12 in an automatic transmission is carried out. When starting, the torque-down control is prohibited in the case when the starting performance of the engine 1 is judged as lowered, and lengthening of the time until the starting completion of the engine 1 is suppressed by carrying out the control.
