PROBLEM TO BE SOLVED: To reduce grinding into a pocket flank shape and an unground part which should be grounded due to the falling of a tool when rough machining is carried out. SOLUTION: An area machining path and an outline machining path are combined together by an outline machining path generating means 5 which generates the outline machining path including a finishing margin from the outline of a pocket shape, an area machining path generating means 6 which generates the area machining path including as a finishing margin the total value of the finishing margin of the outline machining path and the cutting-in width in a tool-diameter direction inside the outline machining path to the cutting-in width of the rough machining in the tool-diameter direction, and a path coupling means 7 to generate a plane area machining path. Then a pocket machining path generating means 8 generates a pocket area machining path by parallel movement to cutting-in plane heights determined by tool axial cutting-in widths up to the height obtained by adding the finishing margin from the pocket top surface height to the pocket bottom surface height.
