PROBLEM TO BE SOLVED: To improve the breakdown voltage and reliability of a plasma display panel. SOLUTION: A paste prepared by mixing glass power into a binder containing a solvent, a plasticizer and a dispersant is coated and dried by dye coating method on the surface of electrodes 12 formed on a glass substrate 11. At this point, an internal stress applied to the dry film is controlled below 10<8> dyn/cm<2> . Or, the amount of the plasticizer contained in the dry film is controlled not less than 2 wt.%. Or, the amount of the resin contained in the dielectric paste is not less than 1 wt.% and below 5 wt.%. Or, the drying of a coating film is implemented in temperatures 70-90 deg.C. Or, glass powder whose thermal expansion coefficient is (70-85)×10<-7> / deg.C is used. A plasma display panel having a high dielectric breakdown voltage and a flat and smooth, and uniform surface can be obtained by forming a dielectric glass layer 14 by firing.
