PROBLEM TO BE SOLVED: To accurately inform a service provider of a building and its receiving surface in request of a radio communication service using internets. SOLUTION: An environment assessing server 61 transmits a local map information memory 46 including map data, building IDs and surface IDs to an environment assessing request terminal 41 to show a map, and then requests a user to designate a building and its receiving surface. The user retransmits the building ID and the surface ID to the server 61. The server 61 determines a target point to be determined from the building ID and the surface ID, determines whether the radio communication is enabled between a radio base station and the receiving surface of the building (target point) according to a radio wave propagation simulation program 95, and immediately informs the user of the determination result.
