PROBLEM TO BE SOLVED: To solve the problem that it is actually impossible for a recording and reproducing device for multiplexing and recording a pack to post-record voices and bit map images. SOLUTION: Whether the contents of voice encoding data recorded on an information recording area A are silent is identified from first information of a table T recorded previously on an information recording area B. When it is determined that they are silent, it is decided that post-recording of voice signals is enabled, they are overwritten on a voice pack after the voice signals to be post-recorded are encoded in the same encoding system as voice encoding data recorded on the information recording area A from second and third information in the read table in the same encoding system. The bit map images are overwritten and recorded on the pack thereof when bit map image encoding data recorded on the information recording area A is invisible on fourth information of the table T.
