PROBLEM TO BE SOLVED: To provide an accounting control system that provides a destination payment accounting control system without needing much labor and undertakes setup to obtain a less expensive telephone call charge. SOLUTION: The charging control system is provided with a communication network 10 acting like a speech path between user terminals 14a and 14b, a service control network 12 built up in an enterprise independently of the communication network 10, local exchanges 16a, 16b that conduct call transmission reception control for the user terminals 14a and 14b, and a computer 218 that stores accounting information including a charging system and result information of one call among all the user terminals and controls various devices such as the local exchanges 16a, 16b. Upon the receipt of a least cost routing request, the computer 218 analyzes the charging as to which of the user terminals 14a and 14b being a communication opposite party is to be a caller for making the speech in the communication network 10 inexpensive based on the accounting information and transmits a transmission request to the user terminal which provides a less expensive telephone call.
