PROBLEM TO BE SOLVED: To provide a guide vane operating device capable of reducing a mechanical part, and shortening a time necessary for its maintenance and adjustment at a low cost. SOLUTION: A slow-closing valve 27 is a variable throttle valve driven by a slow-closing servo valve 18 as an electric-hydraulic servo valve. The slow- closing servo valve 18 is controlled by a regulator 12 provided with a slow- closing control part generating a control signal to the slow-closing servo valve by receiving signals from differential transformers 51, 52 for detecting the actual opening information of a guide vane 6 and the actual opening information of the slow-closing valve.
